The College of Physical Education and Sports Sciences for Girls at the University of Baghdad witnessed the defence of the doctoral dissertation titled (E-government Requirements and its Relationship to strategic performance in Colleges of physical education and sports sciences in Iraq) for the student (Tuqa Mohammed Saleh) under the supervision of Prof. Dr. Mawahib Hameed Nauman, a professor at the Individual Games Department.

The study aimed to build two scales: one for e-government and another for strategic performance. It sought to understand the nature of e-government and its significance, as well as to explore the relationship between e-government and strategic performance.

The student concluded through her study the extent of the positive correlational relationship between the research variables (e-government and strategic performance), which indicates the interest of the researched colleges in implementing e-government and using information technology to enhance their strategic performance that reflects their ability to achieve their set goals. The building of the two measures based on scientific foundations shows the concern of the researched colleges for their human resources in terms of educating them and holding seminars and workshops related to information technology that keeps up with development.

The researcher recommended the need for the researched colleges to distribute roles and responsibilities on human resources in a way that reflects the enhancement of the institution’s strategic performance. She suggested moving away from the traditional methods of managing the routine and tiring work of colleges that takes a long time and resorting to modern methods represented by information and communication technology that can comprehensively elevate the level of colleges. She advocated for including competent and specialized individuals to work within the colleges and planning well for the organizational structure of the college management to transition from traditional administration to e-government.

After discussing her dissertation, the committee recommended awarding her a doctoral degree in sports education.
